Bulgarians push for deep political changes

Bulgarians push for deep political changes

Public rallies against power distribution companies in Bulgaria have grown into protests against poverty, corruption, monopolies and the entire political system.

The downfall of Bulgaria's government has done little to quell demonstrations in the Balkan nation.

Tens of thousands of Bulgarians are continuing protests against the country's monopolies and its political class, developing a movement that is becoming the Balkan nation's largest uprising since the financial crisis in 1997.

Organisers claimed that up to 25,000 people had joined a peaceful march in Sofia on Sunday (February 24th), while smaller demonstrations formed in other cities. Organisers are in the process of negotiating amongst themselves for a unified list of demands.

The protests began two weeks ago when many citizens took to the streets frustrated by high electricity bills. Their ire was initially directed at the country's three main power distribution companies -- the Czech Republic's CEZ and Energo-Pro, which control western and northeastern Bulgaria, respectively, and Austria's EVN, which provides electricity to consumers in the southeast.

The rallies quickly grew into protests against all monopolies in the Balkan nation, against poverty and the entire political system, including all political parties that have run the country since the end of communism in 1989.

On Saturday, a group including film director Andrey Slabakov, Bulgarian flute virtuoso Christian Koev and several others organised a meeting in Sofia to help groups and individuals agree on a common list of demands.

"I expect us to be able to unite [the group] around several ideas, because we're tired of [politicians'] attempt to divide us," Slabakov told SETimes. "That's why we're trying to achieve some consensus … and set up a national committee or something that should represent as many citizens as possible."

Meanwhile, other groups gathered to protest in the eastern city of Sliven, as a third batch announced their own demands at a news conference in Sofia.

An open letter was given to President Rosen Plevneliev on Sunday by а "Steering Committee of citizens of the Republic of Bulgaria, not affiliated to any political party or similar formation." It called for "immediate measures to alleviate the financial burden imposed by monopolies."

Other demands included changes to the electoral code and a transition from the current proportional electoral system to a majoritarian one, as well as legal provisions allowing citizens to recall lawmakers.

Bloody clashes between demonstrators and police in Sofia last week forced Prime Minister Boyko Borisov to submit his centre-right cabinet's resignation ahead of the country's next regular general elections, which were due to take place in July.

But the move did not satisfy the protesters.

"All parties must disappear. They have all sinned together and must all go," protester Marian Nikolov told SETimes as he stood with his wife and son. "Boyko is the least evil among them [the political leaders]. If the elections were held tomorrow, I'd vote for him again."

If the parliamentary represented forces fail to form a new government for the remaining months of the assembly's mandate, Plevneliev must dissolve the current legislature, appoint a caretaker cabinet and call early elections.

21WIRE: Keshe’s Free Energy Technology Will Make Today’s Military ‘Useless’ – 2 March 2013

Uploaded on 23 February 2013 21stCenturyWireTV

21st Century Wire reporter Patrick Henningsen investigates the groundbreaking free energy science and advanced space ship technology brought forward by Iranian nuclear physicist, M.T. Keshe, head of the Keshe Foundation in Belgium. Keshe’s recent lecture on Jan. 30, 2013 at Imperial College in London, revealed some incredible information about Iran’s space ship program, and also about a Peace Treaty which is currently in the hands of the world’s super powers, as we wait to see if the the world’s ‘super-powers’ will continue to cover-up these new breakthroughs that allowed Iran to apprehend two US drones, applications in faster than light travel, nuclear gravity-magnetic field plasma science and advanced medical treatment for the terminally ill. The implications of what Keshe has revealed is potentially world changing.

Jon Rappoport – Monsanto And The FDA : 2 Crime Families Working A Trillion-Dollar Hustle – 2 March 2013

no more fake new Jon Rappoport

Perhaps you remember the ill-fated Just-Label-It campaign. A number of activist groups petitioned the FDA for a federal regulation that would make labeling GMO food mandatory.

The petition amassed over a million signatures. But the FDA decided only 394 of these were legitimate, because all the others were electronically submitted in one document.

Infuriating? Of course. But that was nothing. Let’s get down to the core of the crime.

Imagine this. A killer is put on trial, and the jury, in a surprise verdict, finds him not guilty. Afterwards, reporters interview this killer. He says, “The jury freed me. It’s up to them. They decide. That’s what justice is all about.”

Then the press moves along to members of the jury, who say: Well, we had to take the defendant’s word. He said he was innocent, so that’s what we ruled.

That’s an exact description of the FDA and Monsanto partnership.

When you cut through the verbiage that surrounded the introduction of GMO food into America, you arrive at two key statements. One from Monsanto and one from the FDA, the agency responsible for overseeing, licensing, and certifying new food varieties as safe.

Quoted in the New York Times Magazine (October 25, 1998, “Playing God in the Garden”), Philip Angell, Monsanto’s director of corporate communications, famously stated: “Monsanto shouldn’t have to vouchsafe the safety of biotech food. Our interest is in selling as much of it as possible. Assuring its safety is the FDA’s job.”

From the Federal Register, Volume 57, No.104, “Statement of [FDA] Policy: Foods Derived from New Plant Varieties,” here is what the FDA had to say on this matter: “Ultimately, it is the food producer who is responsible for assuring safety.”

The direct and irreconcilable clash of these two statements is no accident. It’s not a sign of incompetence or sloppy work or a mistake or a miscommunication. It’s a clear signal that the fix was in.

Passing the buck back and forth was the chilling and arrogant strategy through which Pandora’s box was pried opened and GMO food was let into the US food supply.

In order for this titanic scam to work, the media had to cooperate. Reporters had to be a) idiots and b) sell-outs.

With few exceptions, reporters and their editors let the story rest there, as a “he said-he said” issue. No sane principled journalist would have cut bait at that point, but who said mainstream reporters are sane or principled?

Underneath the Monsanto-FDA buck-passing act, there was a conscious deal to give a free pass to GMO crops. This had nothing to do with science or health or “feeding the world.” It was about profits. It was also about establishing a new monopoly on food.

Not only would big agribusiness dominate the planet’s food supply, it would strengthen its stranglehold through patents on novel types of seeds which were technologically engineered.

It’s very much like saying, “A cob of corn is not a plant, it’s a machine, and we own the rights to every one of those yellow machines.”

How was Monsanto able to gather so much clout?

There was one reason and one reason only. Putting the world’s food supply into fewer hands was, and is, a major item on the Globalist agenda. If it weren’t, the FDA-Monsanto scam would have been exposed in a matter of weeks or months.

Major newspapers and television networks would have attacked the obvious con job like packs of wild dogs and torn it to pieces.

But once the scam had been given a free pass, the primary corporate-government tactic was to accomplish a fait accompli, a series of events that was irreversible.

In this case, it was about gene drift. From the beginning, it was well known that GMO plants release genes that blow in the wind and spread from plant to plant, crop to crop, and field to field. There is no stopping it.

Along with convincing enough farmers to lock themselves into GMO-seed contracts, Monsanto bought up food-seed companies in order to engineer the seeds…and the gene-drift factor was the ace in the hole.

Sell enough GMO seeds, plant enough GMO crops, and you flood the world’s food crops with Monsanto genes.

Back in the 1990s, the prince of darkness, Michael Taylor, who has moved through the revolving door between the FDA and Monsanto several times, and is now the czar of food safety at the FDA—Taylor said, with great conviction, that the GMO revolution was unstoppable; within a decade or two, an overwhelming percentage of food grown on planet Earth would be GMO.

Taylor and others knew. They knew about gene drift, and they also knew that ownership of the world’s food, by a few companies, was a prime focus for Globalist kings who intended to feed the population through Central Planning and Distribution.

“We feed these people; we hold back food from those people; we send food there; we don’t send food here.”

Control food and water, and you hold the world in your hand.

Here is evidence that, even in earlier days, Monsanto knew about and pushed for the Globalist agenda. Quoted by J. Flint, in his 1998 “Agricultural Giants Moving Towards Genetic Monopolism,” Robert Fraley, head of Monsanto’s agri-division, stated: “What you are seeing is not just a consolidation of [Monsanto-purchased] seed companies. It’s really a consolidation of the entire food chain.”

And as for the power of the propaganda in that time period, I can think of no better statement than the one made on January 25th, 2001, by the outgoing US Secretary of Agriculture, Dan Glickman. As reported by the St. Louis Post-Dispatch, Glickman said:

“What I saw generically on the pro-biotech side was the attitude that the technology was good and that it was almost immoral to say that it wasn’t good, because it was going to solve the problems of the human race and feed the hungry and clothe the naked. And there was a lot of money that had been invested in this, and if you’re against it, you’re Luddites, you’re stupid. There was rhetoric like that even here in this department. You felt like you were almost an alien, disloyal, by trying to present an open-minded view on some of these issues being raised. So I pretty much spouted the rhetoric that everybody else around here spouted; it was written into my speeches.”

Glickman reveals several things in these remarks: he was spineless; people at the Dept. of Agriculture were madly buying into the Monsanto cover story about feeding the world; and there had to be a significant degree of infiltration at his Agency.

The last point is key. This wasn’t left to chance. You don’t get a vocal majority of Dept. of Agriculture personnel spouting the Monsanto propaganda merely because the fairy tale about feeding the world sounds so good. No, there are people working on the inside to promote the “social cause” and make pariahs out of dissenters.

You need special background and training to pull that off. It isn’t an automatic walk in the park. This is professional psyop and intelligence work.

I’ve done some investigation of various groups on both the left and the right, and I’ve seen some pros in action. They’re good. They know how to leverage ideas and slogans and ideals. They know how to defame opponents and find just the right words to sink them. They know how to turn high-flying but vague words about “humanity” into moral imperatives.

This isn’t rinky-dink stuff. To tune up bureaucrats and scientists, you have to have a background in manipulation. You have to know what you’re doing. You have to be able to build and sustain support, without giving your game away.

Truth be told, governments are full of these pros, who will take any number of causes and turn them into what falsely sounds like good science, good government, good morality, all the while knowing that, on the far shore, sits the real prize: control.

These psyop specialists are hired to help make overarching and planet-wide agendas come true, as populations are brought under sophisticated and pathological elites who care, for example, about feeding the world as much as a collector cares about paralyzing and pinning butterflies on a panel in a glass case.

Here is David Rockefeller, writing in his 2003 Memoirs:

Some even believe we are part of a secret cabal working against the best interests of the United States, characterizing my family and me as ‘internationalists’ and of conspiring with others around the world to build a more integrated global political and economic structure—one world, if you will. If that is the charge, I stand guilty, and I am proud of it.”

The Globalists play for keeps.

Owning the food of the world is part of their strike-force action plan, and Monsanto is the technocratic arm of that plan.

Meanwhile, the controlled press treats the whole sordid Monsanto story with its time-honored policy of “he said-he said.” This policy dictates that stories merely present both sides of a conflict without drawing conclusions.

It applies across the board—except when it doesn’t. For example, for reasons too complex to go into here, the Washington Post decided to suspend its policy in the Watergate case. Woodward and Bernstein were assigned to investigate what was going on behind White House denials and obfuscations.

The same thing could be done with Monsanto, and it would be far easier. The lies and crimes and cover-ups are everywhere. You could wear sunglasses and find them in the dark.

The NY Times and the Washington Post could sell millions more papers on the back of the Monsanto story alone. It would be a bonanza for them. But no. They don’t care. They’d rather keep declining and losing readers. They’d rather die.

Normally, a business doesn’t commit suicide, especially when it sees exactly how to resuscitate itself. But here we are dealing with an agenda which can’t be disturbed. Globalism, and its agri-techno partner, Monsanto, are creating a planetary future. Major media are part and parcel of that op. They are selling it.

Even as their bottom lines erode, these newspapers and television networks have to stay on their present course. By pretending they’re reporting the real news, they’re giving the impression that Monsanto and the FDA are home free.

Again, we aren’t talking about sloppy reporting or accidental omissions of fact or boggling incompetence or ignorance about science. We are talking about conscious intent to deceive.

Yes, now and then the controlled media will release a troubling piece about Monsanto. But placement and frequency are everything. How often do these stories run? Do they run as the lead or do we find them on page 7? Are reporters assigned to keep pounding on a basic story and reveal more and more crimes? Does the basic story gather steam over the course of weeks and months?

These are the decisions that make or break a story. In the case of Monsanto and the FDA, the decisions were made a long time ago.

The Matrix Revealed

The heart and soul of THE MATRIX REVEALED are the text interviews I conducted with Matrix-insiders, who have first-hand knowledge of how the major illusions of our world are put together. One of those Matrix-insiders is ELLIS MEDAVOY, master of PR, propaganda, and deception, who worked for key controllers in the medical and political arenas. 28 interviews, 290 pages.

One of the two bonuses in THE MATRIX REVEALED is my complete 18-lesson course, LOGIC AND ANALYSIS, which includes the teacher’s manual and a CD to guide you. I was previously selling the course for $375. This is a new way to teach logic, the subject that has been missing from schools for decades. For more information — with an example, of how increasing your command of Logic can help you navigate your convictions more clearly, see the free article that I recently wrote entitled “Matrix programming 101: destroy logic”.

Part of every new reporter’s training, if he has any ideals at all, is marching into his editor’s office with his hair on fire demanding to be given an assignment to expose a crime. The editor, knowing the true agenda of his newspaper or television network, tells the reporter:

“We’ve already covered that.”

“It’s old news.”

“People aren’t interested in it.”

“It’s too complicated.”

“The evidence you’re showing me is thin.”

“You’ll never get to the bottom of it.”

“The people involved won’t talk to you.”

And if none of those lies work, the editor might say, “If you keep pushing this, it would be bad for your career. You’ll lose access for other stories. You’ll be thought of as weird…”

This is how the game works at ground level. But make no mistake about it, the hidden agenda is about protecting an elite’s op from exposure.

If NBC, for example, gave its golden boy, Brian Williams, the green light, he would become an expert on Monsanto in three days. He’d become a tiger. He’d affect a whole set of morally outraged poses and send Monsanto down into Hell.

Don’t misunderstand. Brian hasn’t been waiting to move in for the kill. He’s a neutral entity. Wind him up and point to a target and he’ll go there.

But no one will point him at Monsanto or the FDA.

All the major reporters at news outlets and all the elite television anchors are really psyop specialists. It’s just that most of them don’t know it.

One outraged major reporter who woke up and got out of the business put it to me this way: When he was in the game, he looked at the news as a big public restroom. His one guiding principle was: Don’t piss on your shoes. Stand closer to the urinal. Pissing on your shoes was covering a story that was considered out of bounds. If you pissed on your shoes and walked into the boss’s office, he’d look at you and see the telltale sign. He’d say, “Hey, you pissed on your shoes. That’s disgusting. Get out of here. You’re fired.”

Bradley Manning: I Did It to Make the World a Better Place

Stephen: In pleading guilty to 10 charges of misusing classified material, Bradley Manning says he intended to spark a debate on U.S. foreign policy. But the soldier pleads not guilty to 12 far more serious charges, including aiding the enemy and multiple counts of violating the US Espionage Act.

By Charlie Savage of the New York Times – March 1, 2013

Via http://www.smh.com.au/world/i-did-it-to-make-the-world-a-better-place-manning...

I believed if the public … had access to the information this could spark a debate about foreign policy in relation to Iraq and Afghanistan.

FORT MEADE, Maryland: Bradley Manning has confessed in open court to providing vast archives of military and diplomatic files to the antisecrecy group WikiLeaks, saying he wanted the information to become public “to make the world a better place”.

Appearing before a military judge for more than an hour on Thursday, Private Manning read a statement recounting how he joined the military, became an intelligence analyst in Iraq, decided that certain documents should become known to the American public to prompt a wider debate about the Iraq War, and ultimately uploaded them to WikiLeaks.

“No one associated with WLO” – an abbreviation he used to refer to the WikiLeaks organisation – “pressured me into sending any more information,” Private Manning said. “I take full responsibility.”

Before reading the statement, he pleaded guilty to 10 criminal counts in connection with the leak, which included videos of airstrikes in Iraq and Afghanistan in which civilians were killed, logs of military incident reports, assessment files of detainees held at Guantanamo Bay, Cuba, and 250,000 diplomatic cables.

The guilty pleas exposed him to up to 20 years in prison. But the case against the slightly built, bespectacled 25-year-old – who has become a folk hero among antiwar and whistleblower advocacy groups – is not over.

The military has charged him with a much more serious set of offences, including aiding the enemy and multiple counts of violating the Espionage Act, and prosecutors now have the option to press forward with proving the remaining elements of the more serious charges.

That would involve focusing only on questions such as whether the information he provided counted as the sort covered by the Espionage Act – that is, whether it is “national defence information” that could be used to injure the United States or aid a foreign nation.

In a riveting personal history, Private Manning portrayed himself as thinking carefully about the categories of information he was divulging, excluding the sort that would harm the United States. He said he was initially concerned about diplomatic cables in particular, but after doing research learned that the most sensitive ones were not placed into the database to which he had access, and he concluded that those might prove “embarrassing” but would not cause harm.

Private Manning said the first set of documents he decided to release were hundreds of thousands of military incident reports from Afghanistan and Iraq that he had initially downloaded onto a disk because he needed them for his work, and the computer network connection kept going down. The reports, he decided, showed the flaws in the counterinsurgency policy the United States was then pursuing in both war zones.

The military, he said, had become “obsessed with capturing or killing” people on a list while ignoring what the operations were doing to ordinary people in the two nations. The reports, he said, were not sensitive because they recounted events that were long over.

“I believed if the public – in particular the American public – had access to the information” in the reports, “this could spark a debate about foreign policy in relation to Iraq and Afghanistan”, he said.

Private Manning said he brought the disks home when he went on leave in early 2010 and initially decided to give them to a newspaper.

He said he first called The Washington Post and spoke to a reporter for about five minutes, without going into detail about what he had. He said he decided that the reporter did not seem particularly interested because she said the Post would have to review the material first and a senior editor would make the call.

He said he then tried to reach out to The New York Times by calling a phone number for the public editor, an ombudsman who is not part of the newsroom. An automatic answering service routed him to voicemail, and he left a message that no one returned, he said. He also considered visiting the offices of Politico but was deterred by a snowstorm.

Eventually, Private Manning said, he decided to release the information by uploading it to WikiLeaks. He later sent several other batches of documents and files to the organisation from his computer in Iraq, while striking up an online chatroom relationship with someone he said he assumed was a senior figure in the group such as Julian Assange, whose name he mispronounced as “as-SAHN-JAY.”

Private Manning said he came to greatly value his online conversations with the WikiLeaks person because he felt isolated in Iraq, where he lacked close relationships with his fellow soldiers. For instance, he said, “I lacked a close relationship with my roommate due to his discomfort” with Private Manning’s homosexuality.

But while he “enjoyed the ability to discuss pretty much anything” with the WikiLeaks person, whom he decided to refer to by a pseudonym taken from the author of a book he had read, “in retrospect I realised these conversations were artificial and meant more to me” than to the WikiLeaks person.

He did not elaborate. Nor did he discuss his later online conversations with Adrian Lamo, the former computer hacker who alerted the federal government to the leak.

David Wilcock ~ Lightening Strikes Vatican : A Geo-Synchronisity?

Thanks to Lucas

'

On the same day Pope Benedict resigned, lightning struck the Vatican. This was a powerful geo-synchronicity event — easy to understand, and with profound implications — once you see it in context.

IT’S ALL GOOD — ULTIMATELY

Although the changes still seem to be moving at glacially-slow speeds, we are continuing to see signs of very positive developments.

This doesn’t surprise me — as we live in a conscious, living universe. The Source Field Investigations is where I made my case.

I am working non-stop to finish the first draft of the sequel right now — but I had to stop for a minute to report on these incredible developments.

Human life is not an anomaly reserved to one planet. The universe is literally teeming with life — everywhere and anywhere it can grow.

Once this becomes known and accepted on a widespread level, it is arguably going to be the biggest shift in perspective in our own recorded history.

DNA is written into the laws of quantum mechanics. There is enough scientific proof that this has now become an indisputable fact.

THE LAW OF ONE SERIES

I first became aware of this concept of energetic DNA-forming waves when I found the Law of One material in 1996 — and it utterly changed my life.

Now that I am cranking on my new book deadline, and very close to the finish line, I am highly immersed in the Law of One material again — and it feels great.

The Law of One philosophy lets us know that all is well. The things that are happening on earth are part of a grand illusion that is intended to help us all grow into more loving and honorable people.

The signs continue to get more and more interesting, and provocative, telling us big stuff is coming soon.

Recently we had another geo-synchronicity — a manifestation of synchronicity on a worldwide scale. This one was a lot bigger than the Super Bowl blackout.

It seems appropriate that this article happens to be the 1,111th piece of content we’ve posted to Divine Cosmos — if you look at the link.

SaLuSa Acknowledges Containment

SaLuSa Acknowledges Containment

Posted by on March 1, 2013   /   Comments Off
Category: Uncategorized

Containment

No one knows what the experience of containment must be like for the person involved

I don’t want to let a passage in SaLuSa’s message today pass without emphasizing it.

Last year, SaLuSa was predicting mass arrests, as in these comments from May 12, 2012: “You are looking at weeks, rather than months, for the mass arrests to take place. However it is a big operation that cannot start until everything is in place.” (1)

On July 12, 2012, SaLuSa was still speaking as if mass arrests were imminent and advising us not to become violent:

“The main point is that it has commenced and will suddenly burst into large scale action. It will be of such an impact that by no means can it be kept quiet by those who hold back the real news. …

“Whatever peaceful means you use to get your leaders attention is acceptable, but please avoid hotheads taking over, and beware of infiltrators who are out to cause trouble within your ranks.” (2)

But earlier in July, Archangel Michael announced that mass arrests would not take place, but would be replaced by a strategy he called “containment.”

“We have a process that you do not understand, because you tend to think in terms of your reality on Earth, of course. But you can think of it as a process of containment and of restraint so that these beings are restrained and contained, and for all intents and purposes, for your purposes and references, they are taken out of action. Or the actions that they are permitted to participate in are mostly illusion, and they do not affect the collective. In fact, if anything, they simply bounce back at the individual.” (3)

A psychic drawing that has come to be accepted as "the" depiction of SaLuSa

SaLuSa

There then began a waiting game to see how long it would be before the galactic spokespeople also mentioned containment. Evidently that time has arrived. In his latest message, SaLuSa does refer to that process and acknowledges that mass arrests were rejected as being an unsuitable approach. (He may have mentioned it before, but I haven’t seen the reference.)

“In the past there have been many references to arresting those who are the ringleaders of the dark Ones, and steadily they have been rounded up. You have also heard of ‘Containment’ and in this way we have been able to severely restrict their activities. Mass arrests were considered likely to evoke panic amongst you, as few would have had any knowledge of why it was happening.” (4)

This latest reference illustrates a number of things. First it illustrates that the Company of Heaven can make changes to their plans on the fly, as they have said they can. In 2008, SaLuSa reminded us: “We have the ability to adjust to any changes quite easily and no challenge is beyond us. It is simply that our technological superiority lends itself quite readily to any situation.” (5)

In this case the change is that the strategy of mass arrests was rejected for one of containment.

Second, it illustrates that a major change such as this can be brought in without all elements of the Company of Heaven being equally conversant with it, or, if they are, then discussing it openly. I say that without judgment but as a simple statement of apparent fact. (And as always I could be wrong.)

Third, it suggests that there can in certain circumstances be the passage of what we would think of as a fair amount of time before a significant change such as this from mass arrests to containment shows up in the conversation of some elements of the light forces.

When I was first listening to channeled messages back in the 1970s, we would have called SaLuSa’s comment today “evidential.” It’s evidential to hear him refer to containment and closes down one area of seeming disagreement among sources.

No one likes to see accounts have important disconnects, such as that which seemed to exist between Matthew Ward and other sources over whether Ascension would be sudden or gradual.

In that case, the disagreement was resolved by finding that Ascension would be gradual for some time yet, full restoration when it comes probably being sudden (just as the preparation for enlightenment is gradual but enlightenment itself when it comes is sudden).

The lack of reference to containment in the messages of SaLuSa was a second example of a disconnect. Now that disconnect has been removed.

Living with disconnects like these can be difficult for all of us, and for no one more so than commentators. I’m happy that SaLuSa has acknowledged the existence of the containment approach and closed down this seeming area of disagreement.

Violence Against Women Act passed by House, sent to Obama for signature

By Rosalind S. Helderman, Washington Post, Published: February 28, 2013

http://tinyurl.com/a8fkd7z

The Republican-controlled House on Thursday approved an updated version of the Violence Against Women Act that includes new protections for gay men and lesbians, part of an effort by GOP leaders to improve their image among women after last year’s poor election results.

The Senate approved the measure in January and President Obama said he will quickly sign it into law.

The vote concluded a protracted political fight over the issue that had split Republicans and allowed the landmark legislation — adopted in 1994 — to linger with an uncertain fate since its expiration in 2011.

The bill passed the House on a vote of 286 to 138, as a unified Democratic caucus joined 87 supportive Republicans. The measure was opposed by 138 Republicans for a variety of reasons, including the new protections for gays.

More Republicans opposed the bill than supported it — the third time since December that House Speaker John A. Boehner (Ohio) has allowed legislation to move off the floor that did not have the support of a majority of his divided members.

VAWA

House Minority Leader Nancy Pelosi (D-Calif.), surrounded by Democratic women at a news conference, said, “If we have to supply the votes, we should be helping to write the bills.”

In this case, the outcome stemmed from a broad desire among GOP leaders to get past the continued opposition to a measure that passed the Senate with broad bipartisan support and holds strong appeal among female voters.

The vote came after a November election in which Republicans lost ground among female voters, in part because several key GOP candidates made embarrassing statements about rape.

Obama offered praise for the congressional action, as did Vice President Biden, who helped write the original version of the bill when he was in the Senate.

“Renewing this bill is an important step toward making sure no one in America is forced to live in fear,” Obama said in a statement.

Hailed as landmark legislation when it was passed in 1994, the Violence Against Women Act authorizes funding for programs that help prosecute sexual assault and domestic abuse cases and assist crime victims.

The bill will authorize up to $660 million each year for the next five years for such programs — 17 percent less than the last time the act was reauthorized, in 2005.

Advocates had pushed hard for the measure’s approval and supported provisions to expand its reach, including barring programs that receive funding from discriminating against gays.

The measure also gives tribal courts greater authority to prosecute non-Native American men who are accused of crimes on Indian reservations, a provision that many House Republicans consider unconstitutional.

Last year, amid a heated election season dominated by attempts to lure female voters, Democrats pointed to GOP opposition to the legislation as an example of the party’s indifference toward women.

House Majority Leader Eric Cantor (Va.) helped craft a GOP version of the measure that did not mention same-sex couples and attempted a compromise on the issue of Indian reservations.

But his proposal was defeated Thursday on a vote of 166 to 257, crumbling under opposition from unified Democrats and a bloc of Republicans, some of whom said the GOP bill did not adequately acknowledge the sovereignty of Indian tribes.

Other Republicans were opposed to any version of the Violence Against Women Act, saying that it improperly entangles the federal government in programs better left to state and local governments.

Republican leaders were split. Paul Ryan (Wis.), who was the party’s 2012 vice presidential candidate, and Majority Whip Kevin McCarthy (Calif.) backed the Senate bill that eventually passed. Cantor, who had led the GOP’s effort on the issue, voted against it.

Minority Democrats let out a cheer on the House floor as the Cantor bill fell — and again when the Senate measure was approved. Many who had pushed the legislation for months declared victory.

“There is absolutely no reason that it should have taken this long for the House leadership to come around on a bill that had overwhelming bipartisan support,” said Sen. Patty Murray (D-Wash.). “But passage today is a validation of what we’ve been saying since this bill expired in 2011: VAWA has never been, and should never be, a partisan bill.”
