It found that countries, like Ireland, that saw house prices and household borrowing skyrocket, saw a longer than average period of recession after the bursting of the housing bubble.A large part of this protracted recession it said is due to households trying to reduce their debt levels, which in turn leads to less spending in the economy, driving the recession deeper and further.“Because debt is acting as a brake on economic growth, it is important to unstick the brake” said the report’s author Daniel Leigh.The IMF has studied the response of a number of countries to situations where large parts of the population are burdened with high mortgage debt in a recession, and finds that such programmes can help prevent self-reinforcing cycles of falling house prices and lower aggregate demand.“Such policies are particularly relevant for economies with limited scope for expansionary macroeconomic policies and in which the financial sector has already received government report”, notes the conclusions. Ireland meets both these criteria.The report highlighted what it calls the “bold ” household debt reduction programmes implemented in the US in the 1930′s and in Iceland in this crisis, which it said can “significantly reduce the number of household defaults and foreclosures and substantially reduce debt repayment burdens”.It contrasted these examples with others that have not been successful, such as the current response to the crisis in the US and Hungary, and the policies pursued in Colombia and the Scandinavian countries in the 90′s.As well as the “bold” approach, it said that ensuring a strong banking sector is crucial during the period of household deleveraging. It stated that the policies in Colombia and Hungary were not a success as they placed too much burden on an already fragile banking sector.It also said the policies must be designed to have incentives for both banks and borrowers to participate, notably by offering a viable alternative to default and foreclosure.The IMF noted that government support for household debt restructuring programmes involves clear winners and losers. “The friction caused by such redistribution may be one reason why such policies have rarely been used in the past, except when the magnitude of the problem was substantial and the ensuing social and political pressures considerable”,’ it stated.It cited another study which found that political systems tend to become more polarised in the wake of financial crises, and raised the question of collective action problems – that distressed mortgage borrowers may be less politically organised than banks – and this can hamper efforts to implement household debt restructuring.In the US in the 1930′s the Roosevelt administration introduced the Home Owners Loan Corporation, which bought distressed mortgages from banks with government bonds, with federal guarantees on principal and interest. It then restructured these mortgages to make them more affordable to borrowers.80% of the restructured loans (some 800,000) were protected from repossession by the measure, and the mortgages were subsequently sold on over time for a nominal profit at the time the programme was brought to an end in 1951. The mortgage purchases amounted to 8.4% of 1933′s GDP in the US.The IMF said “a key feature of the HOLC was the effective transfer of funds to credit constrained households with distressed balance sheets and a high marginal propensity to consume, which mitigated the negative effects on aggregate demand” caused by the recession and need for household deleveraging.The main mechanism to make loans more affordable was to extend the term of the mortgage – sometimes doubling the term – and converting it from a variable to a fixed rate. In a number of cases the HOLC also wrote off part of the principal to ensure that no loans exceeded 80% of the appraised value of the house.In the case of Iceland the situation was more difficult, due in part to the much bigger proportion of the population that was affected, and to the wide presence of foreign currency mortgages.The government and the newly constructed Icelandic banks developed a template to be used in case by case restructuring discussions between borrowers and lenders. The templates facilitated substantial debt write-downs designed to align secured debt with the supporting collateral (i.e bring the loan into line with the value of the house) and align debt service with the ability to repay.The IMF found that such case by case negotiations safeguard property rights and reduce moral hazard, but they take time. As of January of this year, only 35% of the case by case restructuring applications had been processed. To speed things up, Iceland has introduced a debt forgiveness plan which writes down deeply underwater mortgages to 110% of the households’ pledgeable assets.It noted that only when a comprehensive framework was put in place and a clear expiration date for relief measures announced that debt write-downs finally took off. Many are almost addicted to the novelty of what they are seeing and are not seeing the underlying truth and value. The point of all that is occurring, and will occur, is the evolution of humanity into an entirely new kind of being, a human never before seen on this planet. Everything about you, including your bodies, will reflect who you have become and truly are.
A great deal of what you are being told seems like fantasy and science fiction to you now. We assure you it is not. It has been said, if you can imagine it, it is possible. We will amend that. If you have imagined it, you have created it. Prior to this, you have allowed yourselves, in your earth school, a period of time to adjust your creations or change them altogether. But one of the effects of your entering the oneness is the disappearance of that time lag. You are beginning to see more and more that what you think and believe becomes your reality with ever increasing rapidity. This will bring joy and delight in some cases and dismay in others, but it is just the final exam in your long, long series of lessons. Find control of your imagination and you will control these outcomes. This is the main reason for our continuous urging for you to focus on your dreams and aspirations.
This focus is your control. We offer you two images you will be familiar with. In one your focus is intense and tiring. You are studying late into the night hoping to be ready for an examination on a topic you do not feel prepared for. In the other, you are daydreaming about the vacation you will take as soon as you are able. Both are focused. Both will result in some degree of creation. You see, it need not be taxing at all. Find what you love in life and enjoy creating it with all your heart. That is where you are going now. The survival needs which cause the former type of focus will be eliminated. The focus on creating your highest values is all you will need from this time forward. Relax into this new knowing and allow your true selves to come forward and stretch after their long sleep. Allow your imaginations to run free and play. It is time to create with abandon. Imagine that!

YPF Repsol: Spain says Argentina shot itself in foot
Spain has said Argentina shot itself in the foot with its decision to nationalise the Spanish majority stake in the YPF oil company.
Foreign Minister Jose Manuel Garcia-Margallo said he had warned the Argentine ambassador of damage to relations between the two countries.
The majority stake in YPF is owned by Spanish oil firm Repsol, whose shares fell by 6% in Madrid.
The nationalisation alarmed investors but is said to be popular in Argentina.
Repsol has vowed to demand compensation, saying it could seek international arbitration over its 57% stake in YPF.

The rhetoric shows that there is real anger in Madrid but the best course of action for Spain's government now is less clear.
It will want to send a signal to Buenos Aires to show that its plan to take over Repsol's stake in YPF is not acceptable. However Spain and Argentina are strong trading partners, and when your economy is facing trouble at home, you need all the help you can get from abroad.
There will also be concern over other large Spanish companies based in Argentina, like the mobile phone operator Telefonica or Spain's biggest bank, Santander.
Madrid already has support from the EU and, on his scheduled trip to Colombia and Mexico, Spain's Prime Minister Mariano Rajoy will want to garner support in Argentina's immediate region.
"These acts will not remain unpunished," Repsol executive chairman Antonio Brufau told reporters.
The head of the European Commission, Jose Manuel Barroso, said he was "seriously disappointed" by Argentina's decision and that the EU expected the country to "uphold international commitments and obligations".
The European Commission had been due to hold talks with Argentina later this week as part of a trade and economic treaty but the meeting was postponed and a Commission spokeswoman said "all possible options" were being considered.

Washington (CNN) -- A General Services Administration official who first raised questions about overspending at a 2010 Las Vegas conference said Tuesday that she supported the findings of a government investigation and the steps taken in response to the controversy.
"I share your anger and disappointment in GSA's conduct," said Susan Brita, a GSA deputy administrator, at a House Transportation Committee hearing on the scandal that has raised questions of systemic abuses of spending by the government procurement agency.
She said that among the steps taken was seeking reimbursement from GSA officials for government money spent on private parties and other personal benefits they received.
It was Brita's first public comment since the controversy erupted last month with an inspector general's report detailing the GSA's Western Region conference in Las Vegas that cost more than $800,000, as well as an employee reward program that violated government policies.
Coming in an election year, the scandal has become a political focal point, with Republicans seeking to frame it as as a reflection of big government abuse while Democrats say the problem involved a few bad players rather than a systemic rot.

Committee Chairman Jeff Denham, R-California, opened Tuesday's hearing by asserting that the inappropriate actions in the inspector general's report may go well beyond the GSA.
"The purpose of this committee is to talk about the systemic problem: how deep it goes, the corruption, the fraud, the waste," Denham said. "It is not within the Western Region but within GSA as a whole and possibly within other agencies."
The panel's ranking Democrat, Eleanor Holmes Norton of the District of Columbia, said that as bad as the problem was, the system designed to uncover such wrongdoing worked as intended, as shown by the inspector general's report and the hearing.
"I am perhaps more shocked and saddened than most because I've sat on the subcommittee for more than 20 years and by and large have found GSA appointed officials and civil servants alike ... to be among the most dedicated federal employees," said Norton, the capital's delegate in Congress.
Denham, however, described the matter as involving "the distrust of the American public and its government."
"This is about the waste of taxpayer dollars, and if you can sense my anger and frustration, you should see it at home, where we have got double-digit unemployment, the highest foreclosure rate in the nation, people out of work -- twice the national average," Denham said, accusing the GSA of stonewalling congressional investigators in an effort to hide the issue from the public.
At a similar hearing Monday before the House Oversight Committee, the GSA official at the center of the controversy claimed his Fifth Amendment rights against self-incrimination, while his former boss said she mourned her departure from public service over the controversy.
Jeff Neely, the General Services Administration official who organized the Las Vegas conference, repeatedly refused to answer questions Monday, saying more than five times: "I respectfully decline to answer any questions here today based on my Fifth Amendment constitutional privileges."
Neely declined to appear at Tuesday's hearing on the same grounds, Denham said.
The controversy involving a normally obscure federal agency has become politically toxic after reports and video clips of the lavish 2010 conference in Las Vegas were released. The revelation has prompted taxpayer indignation, embarrassed the administration and put a spotlight on wasteful spending by the GSA, which handles government real estate and other non-military procurement.
Much of the committee focus on Tuesday involved the management structure of the GSA, with panel members expressing frustration over a lack of clarity and accountability.

For example, the committee heard that the GSA chief financial officer lacked direct oversight of spending by the agency's regional structures and that Neely reported to two supervisors at the time of his alleged misconduct, one of them a post Neely himself was holding on an interim basis.
"This is an agency whose structure makes no sense," Norton said.
Neely's other supervisor, Robert Peck, was fired April 2 after the inspector general's report came out. At Tuesday's hearing, Peck came under tough questioning over his stated lack of awareness of the spending excesses at the Las Vegas conference, which he attended, as well as his recommendation of a bonus for Neely after the conference.
Peck said that the bonus recommendation was based on business aspects of Neely's job as well as overall performance and that his recommendation represented a lowering of what Neely could have received based on the system's metrics.
Other questions involved a culture of intimidation allegedly created by Neely against underlings who complained. Peck said that he heard Neely was intolerant of being challenged and that the two discussed the issue more than once, but he was unaware of the intimidation alleged, such as poor performance reviews and threats of relocation.
On Monday, House Oversight Committee Chairman Rep. Darrell Issa asked why a former congressional aide to President Barack Obama remained in his top job at the GSA when he probably knew of the wrongdoing -- or should have.
In later tough questioning of that official, GSA Chief of Staff Mike Robertson, Issa determined that a lawyer in the White House counsel's office knew of the ongoing investigation of the GSA in the middle of 2011, nine months before the earliest time acknowledged by the administration.
However, Robertson later issued a statement to clarify his testimony to the committee, saying: "I only mentioned in passing the existence of an (inspector general) investigation as I bumped into a White House staffer that I regularly worked with on GSA issues. This was in late May or June of 2011."
Committee members from both parties expressed outrage Monday over the GSA's excessive spending, contracting violations and other abuses cited by the inspector general's report.
Rep. Elijah Cummings of Maryland, the ranking Democrat on the panel, called the GSA behavior "indefensible and intolerable," taking aim at Neely, a Public Buildings Service regional commissioner for GSA who organized the Las Vegas conference.
"In one e-mail," Cummings began, "Mr. Neely invited personal friends to the conference, writing, and I quote -- and this is simply incredible -- quote: 'We'll get you guys a room near us, and we'll pick up the room tab. Could be a blast.' End of quote. He then went on and wrote this -- 'I know I'm bad, but as Deb and I often say, why not enjoy it while we have it and while we can. Ain't gonna last forever.' End of quote. Well, Mr. Neely, it stops now."
In her opening statement, former GSA Administrator Martha Johnson said she found a badly managed GSA when she took over in 2010 after more than two years of interim leadership.
She added that the Western Region conference at the heart of the problem had become a "raucous, extravagant, arrogant, self-congratulatory event that ultimately belittled federal workers."
When she received a draft of the final inspector general's report outlining the abuses, Johnson said, she started thinking immediately she might have to resign.
Her final decision to step down came "three or four days" before the final report was released in March because she wanted to send a message to the American people that "this was unacceptable, it was appalling and not the norm," said Johnson, who had a long career in public service.
"I will mourn for the rest of my life the loss of my appointment," Johnson said of her resignation.
Johnson stepped down nearly two weeks ago as the Obama administration revealed details of the Western Region convention at a Las Vegas casino.
Videos then surfaced of David Foley, a deputy commissioner of the Public Buildings Service, an arm of the GSA, appearing to mock congressional oversight. In it, he gave a talent show award to an employee whose video featured a rap about spending too much and joking about avoiding investigation.
Additional videos included one that seemed to make fun of President Barack Obama, as well as a fake red carpet ceremony with Neely, a deputy GSA commissioner, boasting that his goal was to make the Las Vegas conference he helped organize "over the top."
Details also emerged of an employee incentive program that violated limits on awards or gifts.
At Monday's hearing, committee members took the witnesses to task over the violations of government regulations and policies cited by the inspector general's report.
In particular, conservative Republican members repeatedly listed the excesses -- more than $6,000 for commemorative coins for conference attendees, $75,000 for a team-building exercise to construct 24 bicycles for underprivileged children, the hiring of a mind reader as entertainment -- as well as bypassing a staff event planner to pay outsiders to prepare the conference and repeated "scouting visits" to Las Vegas by officials and family members.
"I want indictments," said Rep. Trey Gowdy, R-South Carolina. "That's a great way to get people's attention. Not a memo, not a report. An indictment."
Working for the government "is a sacred trust, which you have blown," Gowdy said to the GSA officials. He lamented the culture of waste and extravagance, saying of the team-building exercise that "I hate that you robbed yourself of the satisfaction of knowing what it feels like yourself instead of spending somebody else's money to do it."
The hearing included several harsh exchanges, including when Issa questioned Robertson, a former staffer for Obama in the Senate, about when he first told anyone in the White House of the investigation of GSA.
In a long back-and-forth, Issa tried to narrow Roberton's responses to a specific date and person.
"I communicated to the appropriate people," Robertson initially answered, then acknowledged that he spoke to the White House as part of his regular dealings.
Asked when he first told anyone at the White House about the investigation, Robertson eventually said it was within a few weeks after GSA officials were first notified by the inspector general of a problem in May.
Issa then asked who he told, and Robertson twice said it was an unnamed person in the White House counsel's office before Issa insisted: "What's the name?"
Only then did Robertson answer the person was Kim Harris.
White House salary disclosures for 2011 list a Kimberley D. Harris as a deputy assistant to the president and deputy counsel to the president.
Previously, a senior administration official told CNN that the White House was notified by GSA about the final inspector general's report shortly before it was released last month, more than nine months after Robertson said he told Harris about the ongoing investigation.
Issa acknowledged that over-the-top GSA spending existed during the preceding Bush administration, though he disputes figures released by Obama officials that show a 102% increase from 2006 to 2008. However, information provided by his staff on Monday showed the increase from 2006 to 2008 approached that figure.
"Wasteful spending is a problem that transcends multiple administrations," he said, adding that it was up to the current administration to halt it now.

The light at the end of the Tunnel
No more holding back, its time to blossom. We are in a time of immense energy of epic proportions. The universe is giving us the energy we need to evolve into a higher state of consciousness.
Everyone can feel the undertow of change subtly pulling on our society. It is a change well received, and well deserved. More people are realizing their true power as human beings, and their contribution to the global consciousness is now becoming a ripe investment.
More and more people are waking up, some don’t even realize it yet…..but what was once hidden is now being revealed. The veil of this age is slowly lifting, slowly but surely.
In order for the lights to come all the way some more changes are going to have to happen. Our global society as we know it is in for a massive shift. Religion, the sciences, our financial structure, and most world leaders are about to be flipped on their heads. The age of truth is upon us, the people will be given the opportunity to see behind the curtain of the reality we have been given.
As the old saying goes, the truth shall set you free. Our false history needs to be shown in its true light. In order to provoke humanity to change, the truth must come out.
Society is not the only thing going through changes. Our Earth is shifting as well. Not only is the sun bombarding our ionosphere with high frequency particles almost daily, but we are passing through the highly charged photon belt as well.
We are currently closing two cycles of massive length. The first one is our solar system around the Pleiades that is roughly 24 thousand years, and the second…..our little 225 million year journey around the galactic sun. Both cycles were well documented by our Mayan friends hundreds of years ago.
The high frequency light is boosting the vibration of the planet, and pulling us up with it. The Earth’s vibration, or heartbeat, first came into the mainstream around 1952 by German physicist Winfried Schumman. Schumman’s resonance was a coined phrase that symbolizes the Earths vibration.
For thousands of years this was a steady 7.8 cycles per second. So steady in fact, our military developed their communication systems to coincide with it. When I say our planet is picking up vibration, this is actually a measurable phenomena. Sine about 1980 the vibration has picked up to about 12 cycles. It stops at 13 cycles.
Once completed we will hit what is called zero point. Zero point is something that occurs every 13,000 years, and what many of the ancient peoples have been predicting for thousands of years.
It has been called the golden age, age of truth, and the age of enlightenment. The magnetism of Earth will shift at this zero point, and will change Earth’s magnetic field. Guess who is connected to that? Our so called junk DNA is about to be activated, and we are going to emerge from this cocoon of limits.
The amount of individual change that will take place will be directly related to how prepared our minds, bodies, and souls are. The name of the game is get rid of all the low vibrating junk, and float around on a higher wavelength.
Oh yes, human beings have measurable wavelengths too. All creatures have magnetic fields. We are microcosms of the macrocosm, while also simultaneously being a macrocosm of other microcosms. It is an infinite pattern that repeats through out nature, but I digress.
The higher vibration we have, the tighter the wavelength. The more compact the wave length the more contact points with our DNA. This enables our DNA to receive more info, and absorb more light. In contrast, the lower vibration we have, the longer and slower the wavelength resulting in fewer points of contact with our DNA. Thus the higher the vibration, the more energy we can take in.
Emotions have a direct impact on our vibration. When we are angry, fearful, resentful, etc. our vibration lengthens and becomes slow. Where on the other hand, emotions that are happy, loving, compassionate, etc. causes our vibration to compact and speed up.
In order to maximize the benefit of these tidal waves of transformational energy, it behooves us to maintain a high vibration and increase our receptivity. The more energy we can open up to, the greater the transformation.
The takeaway? In this time of magnification, little things go long ways. It starts with changing ourselves as individuals. Let’s pull our head out of the mundane drama and step into a new reality, a grander perspective. Let’s embody the change that is taking place, let’s own it.
By becoming the change we want to see, we are literally changing the world. Don’t be fooled by those who would have you believe you are insignificant. Just remember, you are not this body, you are not this mind, you are pure energy. We are all connected, this is fact. You are an immensely important piece of the grand puzzle, and now is the time to take your place.
Can you see the light at the end of the tunnel? Human suffering is coming to an end. Change is nigh. A grand evolution is upon us. Take advantage of this once in…….well……. this once in a couple hundred million year opportunity.

Dear Charlie,We, the undersigned, respectfully request that NASA and the Goddard Institute for Space Studies (GISS) refrain from including unproven remarks in public releases and websites. We believe the claims by NASA and GISS, that man-made carbon dioxide is having a catastrophic impact on global climate change are not substantiated, especially when considering thousands of years of empirical data. With hundreds of well-known climate scientists and tens of thousands of other scientists publicly declaring their disbelief in the catastrophic forecasts, coming particularly from the GISS leadership, it is clear that the science is NOT settled.
The unbridled advocacy of CO2 being the major cause of climate change is unbecoming of NASA’s history of making an objective assessment of all available scientific data prior to making decisions or public statements.
As former NASA employees, we feel that NASA’s advocacy of an extreme position, prior to a thorough study of the possible overwhelming impact of natural climate drivers is inappropriate. We request that NASA refrain from including unproven and unsupported remarks in its future releases and websites on this subject. At risk is damage to the exemplary reputation of NASA, NASA’s current or former scientists and employees, and even the reputation of science itself.
For additional information regarding the science behind our concern, we recommend that you contact Harrison Schmitt or Walter Cunningham, or others they can recommend to you.

Vatic Note: Check this out. It almost blew my mind. This is 1982 that she is making these disclosures…. Remember on my blog about Antarctic and the nazi's, they gutted the photos and references to Hitler spending a great deal of time down there and stashed much of his records there. I thought at the time it was because of the records, but it was also because of the large holes in the sides of the ridges that could allow space craft (man made, according to the national geographic). Then she blows the lid on the UFO's seen around the world which was disclosed as being ours and the Brits or the Nazi's. The final insult was the fact that early on they were using desalination to make fresh water…. OH, my Gawd, she even exposes Admiral Byrds real history in the South Pole which goes back way before his announced trip! We have been back there since 1939. This is a replay must since I can't even keep up with all she is disclosing.
THIS IS A MUST LISTEN AND REPLAY because there is so much info that we had no idea about. Thanks Leslie for this one. Vatic project did massive amounts in the Antarctic over the past 6 months…. and yet we did not even hit on the most incredible stuff. ITS AMAZING WHAT WE DO NOT KNOW. Keep in mind in the past year or so that the French and Italian stations were attacked by the USA and debilitated and then a scientist just a few months ago was murdered.
